The platform was bought to run production. Then the person who was going to make that happen never arrived, and it has been producing drawings ever since. It is one of the most common situations we see.
A shop buys a parametric manufacturing platform on the strength of what it can do downstream. The licence is paid. The training happens. Then the person who was going to build it out leaves, or never gets hired, and the platform settles into producing drawings that a fraction of the cost would have produced anyway.
Nothing is broken. The capability is simply unused, and every year it stays unused it gets harder to justify.
