What governs documentation in each

The governing standard is the one the project specification names, not the one the market is generally associated with.

That distinction matters more than it sounds. A Canadian project may name an American standard. A Gulf project takes its convention from wherever the consultant trained. Establishing which document governs is the first task on any package, and it is treated as a task rather than an assumption.

The standards section sets out which standards work is detailed to and who holds the credentials attached to them.
